Water has long been golf’s quiet liability. For decades, keeping fairways green in summer has meant drawing heavily on whatever source was available — town supply, rivers, bores — with little scrutiny of the long-term cost or consequence. That’s changing, and a small club in Central Otago offers a surprisingly clear window into where the industry is heading.
The Roxburgh Golf Club recently secured a $15,000 grant from New Zealand Community Trust to move away from treated town water and develop a groundwater bore for course irrigation. It’s a modest project in dollar terms, but the numbers behind it tell a bigger story: the club was consuming roughly six million litres of treated drinking water a year just to keep its 18 holes playable. With rising municipal water charges making that model financially unworkable, finding an alternative wasn’t optional — it was survival.
The ripple effects matter beyond the clubhouse boundary, too. Roxburgh’s town water system serves an older demographic, many on fixed incomes, who were effectively subsidising the club’s irrigation through their rates. Moving to groundwater is projected to reduce the town’s annual treated water consumption by around 2.8% — a meaningful figure for a small community where every dollar of infrastructure cost is felt.
This kind of local, practical decision-making is becoming a recurring theme across New Zealand golf. The New Zealand Sports Turf Institute has flagged that resources like water are becoming scarcer, potentially more regulated, and more expensive — trends that are only expected to intensify over time. The pressure isn’t unique to New Zealand. A long-running survey of US golf courses found total projected irrigation declined 31% nationally between 2005 and 2024, with applied water per acre falling 15% — a significant shift driven by a mix of regulation, cost, and public expectation. Globally, drought conditions and water scarcity are forcing the industry to rethink how water is sourced and used, with courses increasingly turning to drought-resistant turfgrass, reduced turf footprints, and rainwater harvesting systems. Technology is accelerating that shift. As New Zealand’s regional councils tighten water allocation rules and ratepayers become less willing to absorb the indirect costs of large-scale irrigation, clubs that have already made the transition will be better placed — operationally and reputationally. The question for most isn’t whether to act, but how quickly.
